Smithfield Foods releases site plan ahead of first city approvals

The first city approvals for Smithfield Foods’ new processing plant are scheduled for this week, and the company is detailing its plans for the location at Foundation Park.
Smithfield plans to relocate from downtown Sioux Falls to 211 acres zoned for heavy industrial use in northwest Sioux Falls — west of Interstate 29, south of Highway 130 and east of Marion Road.
The proposed building will be on the eastern portion of the property. The proposed on-site enclosed wastewater treatment plant will be on the southeast corner of the property.
Employee parking will be west of the building, with access to Memory Lane and Highway 130. The proposed area for truck loading and unloading, parking and maneuvering will be on the east side of the building and oriented away from existing homes along Marion Road. Truck traffic will be directed up the newly constructed Derry Road and east to I-29, according to information provided in city reports ahead of this week’s Sioux Falls Planning Commission meeting.

The Smithfield land also “will have significant landscaping,” according to the city.
That includes a buffer yard and the requirement to plant one tree for every 50 feet of frontage along three roads on the site, plus one tree for every 18 interior parking spaces in the employee parking lot.
Planning commissioners will consider a tax increment financing district for the land, allowing Smithfield to use up to $90 million of what it would pay in property taxes to be reimbursed for part of the construction of the wastewater treatment plant.
The Planning Commission meeting Wednesday is the first step for the TIF, which is scheduled for a final City Council vote March 17.
