Major housing development to begin in Harrisburg

A large new master-planned residential community is coming to northwest Harrisburg.
Kelly Construction has acquired a 300-acre tract of development-ready land along a full mile of Louise Avenue between Highway 106 and 272nd Street.
The site sits at the southeast corner of the roundabout at Louise Avenue and Highway 106 — about 1,000 feet south of the soon-to-be-completed South Veterans Parkway.
The development, named Artessa, is across from Bakker Crossing Golf Course between Adventure Elementary, Endeavor Elementary and Harrisburg North Middle School.
“We were immediately drawn to this land for its absolutely ideal location on the south side of Sioux Falls and front door to Harrisburg,” said Kyle Kelly, president of Kelly Construction.
“Residential construction has been nearly frozen on the south side of Sioux Falls for the past five years due to the lack of sanitary sewer access. This project unlocks long-awaited potential, responding to strong demand in an area where residential lot supply has been almost nonexistent.”
The neighborhood also is 1 mile from Interstate 29 and 2 miles from Interstate 229.
Construction of streets and utilities is slated to begin this spring, with residential lots available to both builders and individuals starting in late 2025.
The first phase of the project will include 47 lots, mostly for single-family homes with a few that would allow townhomes or villas. Lot sizes in the first phase will range from one-quarter to three-quarters of an acre.
Kelly Construction will build spec homes as well as pre-sold homes in the first phase. Lots also will be available to purchase by individuals and builders.

The broader development plan includes housing for a wide range of sizes and prices, Kelly said.
“In addition, there will be a commercial area that will complement and capitalize on the proximity of Artessa to the future South Veterans Parkway,” he said. “Plans continue to evolve for the community, with a special focus on the natural attributes of the land, green spaces, ponds and trails.”
